Swimming Pool Guidelines

WAKOOL SHIRE COUNCILS REQUIREMENTS FOR SWIMMING POOLS

Listed below are Wakool Shire Councils General Guidelines for Swimming Pools

Approvals

  • Development & Building Approval is required for any swimming pool located on private property within the Shire which is capable of holding water and is deeper than 300mm and has a surface area greater than 5 sq metres and is intended to be used as a swimming, wading or paddling pool.
  • All swimming pools within the Shire are required to be registered with the Council, both existing and new installations.
  • A prescribed warning sign must be erected at the pool area in a prominent position which contains resuscitation information. A sign to meet these requirements can be purchased from Councils Moulamein or Barham Offices.
  • Details to be included in an application to Council:
  • Three sets of plans showing the location of the pool on the property, all dwellings near the pool, structures near the pool eg sheds, pergola, carport, BBQ shelters etc.
  • Location of filtration equipment and details of where the backwash and waste water will be disposed of.
  • Details and location of fencing around the pool or property, exemptions may apply to the following type of properties:
  1. Very small properties under 230 sq metres in area
  2. Large rural properties
  3. Water front properties
  4. Exemptions where special circumstances apply on a specific property basis
Exemptions need to be applied for through Council and other provisions will apply to ensure child safety is considered on site.
  • Any work over the value of $12,000 will be subject to Licensing Requirements of the Department of Fair Trading (Builders Licensing Board Act).

Fencing

  • Generally all swimming pools will require safety fencing and approved gates of self closing and latching type to be installed around the immediate pool area.
All materials used to construct fencing and gates MUST be of a durable nature and be suitable for their intended purpose of providing an effective barrier to small children.

POOL FENCING SHOULD NEVER BE A SUBSTITUTE FOR PARENTAL SUPERVISION, GIVEN ENOUGH TIME AND RESOURCES CHILDREN WILL CLIMB OVER THE BEST CONSTRUCTED PHYSICAL BARRIERS. FENCING WILL ALLOW TIME FOR AWARE PARENTS TO STOP A CHILD FROM CLIMBING OVER SUCH A BARRICADE.

The following general design standards should be adhered to:

  • Finished height of all fences and gates 1.2 metres
  • Maximum clearance from ground to underside of fence 100mm
  • Minimum space between top and bottom horizontal rails 900mm
  • Maximum spacing between vertical palings or bars 100mm
  • Buildings or structures outside or within the pool enclosure should be a minimum of 1metres from the fence, so as not to assist children climbing over the fence or gate. Fences are to be erected vertically
  • Use of netting type fences may be considered however the height is to be increased
  • Retractable ladders and pool covers will not be accepted as suitable alternatives to fencing
  • Gates must be clear of any obstructions, be fitted with self closing device which will automatically lock when operated. Catches must be at the top of the gate and be located on the poolside of the gate.
